Rules & Regulations 2021

Clubs playing in The West of Scotland Women’s Bowling Association’s Competitions must be affiliated to the National Governing Body Bowls Scotland.

 
SINGLES:
Each game throughout the competition shall consist of 21 shots.
Each Club shall be represented by one player only, who must be a member of the Ladies’ Section.

PAIRS:
Each game throughout the competition shall consist of 17 ends. In the event of a tie, an extra end, or ends, shall be played.
Each Club shall be represented by two players who must be members of the Ladies’ Section. The players who play in the first tie constitute the “Official Pairs” unless a substitute is required then these positions can be altered.

TWO BOWL PAIRS:
Each game throughout the competition shall consist of 2l ends. In the event of a tie, an extra end, or ends, shall be played.
Each Club shall be represented by two players, who must be members of the Ladies’ Section. The players who play in the first tie constitute the “Official Pairs” unless a substitute is required then these positions can be altered.

TRIPLES:
Each game throughout the competition shall consist of I5 ends. In the event of a tie, an extra end, or ends, shall be played.
Each Club shall be represented by three players who must be members of the Ladies’ Section. The players who play in the first tie constitute the “Official Triples” unless a substitute is required then these positions can be altered.

FOURS:
Each game throughout the competition shall consist of 17 ends. In the event of a tie, an extra end, or ends, shall be played.
Each Club shall be represented by four players who must be members of the Ladies’ Section. The players who play in the first tie constitute the “Official Fours” unless a substitute is required then these positions can be altered. In all games full teams of four Ladies must play.

ELIGIBILITY:
A player under the age of 16 must be accompanied by their parent or adult with Disclosure.

JEAN L SINCLAIR CHARITY GAME:
The game will comprise 15 ends, plus 2 trial ends, with the highest up team on each Green playing an extra end.  This game must be played within a set week determined by WoSWBA. Once a Ladies’ Section has entered the Competition they must send a team. Any Club withdrawing after the draw is made and notified shall be responsible for their opponents’ travelling expenses, entry money, plus a fine of £5, and any other incurred expenses.

SUBSTITUTES:
Substitutes will be allowed throughout the entirety of the Competition.
Only ONE substitute allowed per round.
A substitute can play in any position.
A defeated or substituted player is NOT eligible for re-entry into any discipline of the Competition.
ONE substitute will be allowed in the Singles Competition.

DEFAULTS:
Up to and including the District Finals a fine of £10, plus expenses incurred by opponents, will be imposed on a club whose players either scratch from a Championship, or whose singles player, or full team, fails to turn up for a notified tie. If adequate written notice is received by the District Secretary, or Hon. Secretary, in order that the opposition can be advised they are not required to play, the matter of the reimbursement of opponents’ expenses should not arise. From the Quarter Finals onwards a fine of £30 plus all opponents’ expenses will be imposed on clubs who scratch from a Championship.

GENERAL:
District Secretaries are not responsible for correspondence going missing. It is up to a Club Secretary to contact her District Secretary if details of a round are not received at least one week in advance.
Club Secretaries should acknowledge full details on sheets to their District Secretary.
Players can represent only one Ladies’ Section.
Clubs unable to play a tie should inform their District Secretary immediately and confirm by letter. If the District Secretary receives such a letter before the due date for the tie she will inform the opposition that they are not required to attend the stated venue and they will be awarded the tie.
Clubs cannot alter arrangements made by their District Secretary if this occurs they will be disqualified.
Thirty minutes’ grace will be given in all matches, after which time opponents will be awarded the tie.
A request from a player may only be made through her Club Secretary.
No consideration will be given for holidays, outings, etc the only concession will be for players and officials on International Duties.
The Ladies’ Section on whose Green a tie is being played will appoint an Umpire, and also a Marker for Singles ties. Those appointed should be competent and aware of the Rules of Bowls and our Rules and Regulations.
Competitors, Umpires, and Markers shall attend at the place and time fixed.
Hospitality and Green keeper - £1 per player.

UMPIRES: Umpires shall examine bowls and shoes, and be fully conversant with all Rules and Regulations. A player in doubt of any rule must consult the Umpire at once.

Flooded Greens ~ The Green Keeper and/or Umpire will decide if the Green is unplayable.  The Umpire will then arrange another day within that week for the ties to be played to which everyone must be agreeable.  If the game has to be held over to the following week, the District Secretary must clear it with any other Association on whose week they may be encroaching.

At the completion of a game, the Umpire shall check that the score cards are properly completed and signed, names entered in full (no initials), and scores agree. The cards should then be passed to the Club Official who will immediately forward them to the District Secretary.
Members of WoSWBA Council shall be “ex-officio” Umpires.
Protests must be communicated in writing to your District Secretary or the Hon. Secretary not later than 48 hours after the game. Protests will be considered and disposed of by the WoSWBA Council.

BOWLS: The WoSWBA will follow Bowls Scotland ruling.

SHOES: All players must wear flat-soled (heel-less) footwear.

UNIFORM: The following is permitted -
Regulation grey or black bowling skirt, full length or crop tailored trousers. Plain white sports blouse with collar and sleeves, plain white jumper, slipover, cardigan or waistcoat. Club emblems and Club colours as long as worn by all members of the team. Stockings & tights are optional. White, grey or black socks are permitted with trousers. Plain white visor with either white or green under the brim or a plain white bowling hat or cap (small manufacturer’s logo allowed). A regulation bowling glove.
It is preferred that all members of a team wear the same uniform. 

SMOKING: If the Club permits, this will be allowed, but only at the REAR of the rink.

MOBILE TELEPHONES: Players are requested to switch off telephones while on the Green.
